for a locum tenens to discharge the duties of the Colonial Chaplain while on leave, I have the honour to transmit, at Mr. Jennings' request, copy of a letter which he addressed to the Acting Colonial Secretary informing him of Your Lordship's decision in reply to one addressed to him.
2. I caused Mr. Jennings to be informed that in presence of your Lordship's telegram I was unable to assist him in the manner he desired, but that I would forward any communication to Your Lordship he might desire to make on the subject. 244th April 1890.
3. Mr. Jennings accordingly requested that copies of his letters relative to the discharge of his duties during his absence should be forwarded to you. Of the former of these
